Civil Registry Services
- Child birth registration
Citizens of Ukraine must apply to the civil registry office of the municipality where they reside to register the birth of their child in Lithuania.
If the child was born in Vilnius, you should go to the Civil Registry Office of Vilnius City Municipality Administration, located at K. Kalinausko g. 21, Vilnius. You can reach them by phone at 8 5 233 4720 or +370 678 84 865 (in Russian and English).
If the child was born in another city, please apply to the civil registry office of that respective city.
The birth of a child must be declared within three months from the date of birth. When applying for birth registration, the following documents must be submitted:
- Parent’s identity documents (i.e. valid travel documents or, in their absence, a foreigner’s registration certificate).
- Parent’s marriage certificate.
- A birth certificate issued by a health care institution or a doctors’ advisory commission confirming the birth of a child.

- Death registration (where to apply in case of a person’s death)
After the death of a Ukrainian citizen in Lithuania, the interested party must apply to the civil registry office of the municipality where they live for the registration of the death.
If the person died in Vilnius, it is necessary to apply to the Civil Registry Office of Vilnius City Municipality Administration at K. Kalinausko g. 21, Vilnius. You can reach them by phone at 8 5 233 4720 or +370 678 84 865 (in Russian and English).
If the person died in another city, please apply to the civil registry office of that respective city.
When applying for death registration, the following documents must be submitted:
- The applicant’s identity document (i.e. valid travel documents or, in their absence, a foreigner’s registration certificate).
- A medical death certificate issued by a personal health care institution.

- Marriage registration
Citizens of Ukraine intending to enter into marriage in Lithuania must apply to the selected civil registry office.
To register a marriage in Vilnius, you can apply at the Civil Registry Office of Vilnius City Municipality Administration, located at K. Kalinausko g. 21, Vilnius. You can reach them by phone at 8 5 233 4720 or +370 678 84 865 ( in Russian and English)).
The marriage is registered no later than one month after the date of submission of the application.
The following documents are required for marriage registration:
- Documents confirming the personal identity of those intending to marry (foreigner’s passport).
- A document issued by their country of origin confirming that there are no obstacles to their marriage (citizens of Ukraine must apply to the Embassy of Ukraine in the Republic of Lithuania).
- For those without a valid residence permit issued in Lithuania: citizens of Ukraine are not required to have a visa when crossing the external borders of the EU Member States and Schengen Member States, provided the duration of stay does not exceed 90 days within any 180-day period (visa-free regime). They may also present a valid Schengen visa, national visa, or temporary or permanent residence permit in the Republic of Lithuania.
Citizens of Ukraine who have a biometric passport and whose national visas or temporary residence permits in Lithuania have expired can immediately start using the 90-day visa-free regime after the expiration of these documents.

Public Transport
For Ukrainians who left the war zone and chose Vilnius as their destination, the capital offers the opportunity to use public transport for free. Ukrainians need only to present their identity documents to the ticket collector; no tickets or additional documentation are required. Public transport will also be free for those who legally lived in Ukraine but left the country due to the war and have arrived in Vilnius.

The Legal Clinic of Vilnius University offers legal advice provided by senior-year students from the Faculty of Law. The quality of legal aid is ensured by professional lawyers. Consultations are available in Lithuanian, English, and Russian.
The Legal Clinic can also:
- Provide primary information regarding the conditions of stay in Lithuania.
- Assist in filling out the necessary documents to be submitted to the Migration Department and make copies of annexes.
- Offer contacts for other organisations and institutions providing legal aid.
- Provide other primary legal assistance without exceeding the limits of Lithuanian law.

Qualified Electronic Signature
A qualified electronic signature is an advanced electronic signature created using a qualified electronic signature creation device and verified by a qualified electronic signature certificate. Its legal force is equivalent to that of a written signature.
How to obtain a qualified electronic signature?
In Lithuania, qualified electronic signature certificates are issued together with personal identity cards by the Identity Documents Personalisation Centre under the Ministry of Interior of the Republic of Lithuania. Additionally, the State Enterprise Centre of Registers provides USB cryptographic keys containing qualified electronic signature certificates.
Qualified electronic signature certificates issued by the Estonian company SK ID Solutions AS can also be purchased in Lithuania. These certificates are distributed together with the Smart-ID app or with SIM cards from mobile operators such as Telia Lietuva AB, BITĖ Lietuva UAB, and Tele2 UAB.
Documents signed with a qualified electronic signature have the same legal force as those signed with a written signature. This signature allows individuals to access various services in Lithuania. The most common use is in online banking, where it is used to confirm financial transactions. Additionally, it facilitates access to electronic services from state institutions provided through the electronic government portal (epaslaugos.lt). For example, users can sign documents in various registers using the systems of the State Enterprise Centre of Registers (registrucentras.lt), sign declarations at the State Tax Inspectorate (vmi.lt), submit documents to State Enterprise Regitra (regitra.lt), and submit declarations to the State Social Insurance Fund Board (Sodra) (sodra.lt), among others.
