Social Benefits

Social benefits – monetary social support. Ukrainians granted temporary protection in Lithuania are entitled to monetary social support.

After receiving a registration card from the Migration Department (related to the application for a temporary residence permit on humanitarian grounds) and before the decision to grant a temporary residence permit in the Republic of Lithuania is made, individuals may apply for a one-time allowance and guardianship benefits.

When applying, you must provide the following:

  1. A document confirming your identity (e.g. passport, driver’s license, pension certificate, student certificate, employee certificate).
  2. Bank account number (if available).
  3. Other documents, if necessary.

From the date of the decision to grant a temporary residence permit in the Republic of Lithuania (based on temporary protection), individuals may apply for all other benefits.

When applying, you must provide the following:

  1. A document confirming your identity (e.g. a temporary or permanent residence permit in the Republic of Lithuania, passport, personal identity card, etc.).
  2. Bank account number (if available).
  3. Other documents, if necessary.

Important information for persons returning to Ukraine! We remind recipients of social benefits to immediately inform the Social Benefits Department of Vilnius City Municipality about any changes that may affect their benefit payments, such as moving to another city or country.

  • Electronically: submit a request at spis.lt by selecting an application to stop the payment of benefits (to submit an application, you need a residence permit in Lithuania and access to the Electronic Government Gateway. Applications are submitted only in Lithuanian).
  • One-time benefit

Individuals who left Ukraine due to Russian military aggression and were granted temporary protection by the resolution of the Government of the Republic of Lithuania are eligible for a one-time benefit of EUR 420. This benefit is provided to help meet their most basic needs until a decision is made regarding their temporary residence permit in Lithuania.

How to apply?

  1. Electronically: submit your application to Vilnius City Municipality Administration regarding the provision of a one-time benefit (for individuals who left Ukraine due to Russian military aggression) (to download the form, click here). The form can be completed in Ukrainian, Russian, or English.
  2. By email: send the completed application as specified in the description of this service, signed with a qualified signature (more information here), to sis@vilnius.lt.

Important! To receive your payment more quickly, conveniently, and securely, we recommend choosing the payment method that deposits directly into a personal bank account because:

  • You can withdraw the payment at a location that is convenient for you, such as a bank branch or an ATM.
  • You can access the payment at an ATM at a time that suits you, safely and without the need for additional documents.

  • One-time accommodation benefit

A foreigner who has received temporary protection in the Republic of Lithuania may be granted a one-time accommodation benefit to purchase essential furniture and household items, as well as to cover the costs of travel and/or luggage transportation to their place of residence.

To apply for the one-time benefit, the foreigner must submit their application to the municipality where they have declared their place of residence or where they are included in the register of individuals who have not declared their residence. If their place of residence has not been declared and they are not included in the register of individuals without declared residences, they should apply to the administration of the municipality where they actually reside.

The amount of the benefit depends on the number of individuals living together, ranging from 

EUR 884 to EUR 1768.

To be eligible to receive the benefit, a residential rental agreement for a minimum duration of six months must be concluded and registered in the Real Property Register of the Republic of Lithuania.

  • Monthly compensation for pre-school and pre-primary education

One of the child’s legal representatives must apply to the municipality where the child is receiving education for monthly compensation to cover the costs of the child’s education.

A foreigner may be granted monthly compensation of up to EUR 112 for pre-school and pre-primary education for a maximum of six months from the start of the pre-school and/or pre-primary education programme.

  • Child benefits

Child benefits

Child benefit (child money)

EUR 122.50

Provided for each child up to the age of 18. If the child is studying according to the general education programme, compensation continues until the age of 23, but not longer than that.
Additional child benefit

EUR 72.10

Provided to children with disabilities, as well as to each child from larger or low-income families, as long as the family qualifies as a larger or low-income household.
One-time benefit for pregnant women

EUR 450.10

Provided to women who are not entitled to maternity benefits from the State Social Insurance Fund Board (Sodra), when the are 70 calendar days remaining until the expected date of birth.
One-time benefit for a child

EUR 770

Provided upon the birth of a child, adoption of a child (regardless of age), or establishment of guardianship within a family or household. This benefit is available for up to 1.5 years if it was not paid at the time of the child’s birth or during the initial establishment of guardianship.
Benefit for multiple births (twins – EUR 280; triplets – EUR 560; and more (for each child plus EUR 280). Provided to one parent until children turn 2 years old. 
Child care benefit for persons in training or education, EUR 420. Provided from the day of the child’s birth up to the age of 2 if the child’s parent, adoptive parent, or guardian (caregiver) applying for the benefit is studying or in training and does not have the right to receive a child care benefit from the State Social Insurance Fund Board (Sodra).

  • Guardianship benefit

Guardianship (curatorship) benefit

During the period of guardianship (curatorship), this benefit is paid to a child for whom guardianship (curatorship) has been established in a family, household, foster care centre, or childcare institution. After the child’s guardianship (curatorship) ends, a person under the age of 24 may continue to receive the guardianship (curatorship) allowance if they are training or studying.

Targeted supplement of guardianship (curatorship) benefit

During the period of guardianship (curatorship), this benefit is paid to the child’s foster family, household, or care centre. After the end of guardianship (curatorship), if the child continues to live with the former guardian (carer) and is still studying at school, the former guardian has the right to continue receiving this benefit, but no longer than until the child turns 23.

 

Support for natural and legal persons caring for children

Support payments:

  1. A periodic monetary payment is provided to the family (individual), household, or care centre that is caring for children.
  2. A one-time child settlement benefit of EUR 500 is paid to a family (individual) caring for an unrelated child to help create a living space for the child in care and to purchase necessary items.

  • Social benefit

  • Compensation for heating and water

Compensations are provided to individuals who have declared their place of residence in the dwelling or who rent the dwelling*.

  • Compensation for heating: provided when heating costs exceed 10 percent of the difference between income and 2 state-supported income amounts (SSI)** (EUR 442 Eur) for each family member, or 3 state-supported income amounts (EUR 663) per resident.
  • Compensation for hot water: provided when hot water costs exceed 5 percent of the family’s or individual’s income.
  • Compensation for drinking water: provided when drinking water costs exceed 2 percent of the family’s or individual’s income.

 * Individuals renting a dwelling must have a signed residential rental agreement with the landlord, and it must be registered in the public register.

** SSI – state-supported income (EUR 221).

  • Targeted benefit

A benefit is granted to individuals to provide targeted support in specific cases.

BSB – basic social benefit (EUR 70 Eur).

SSI – state-supported income (EUR 221).

Information based on 2025 data

A targeted benefit of up to 3 BSB (EUR 210) can be granted when the average monthly income of one of the individuals living together does not exceed 2 SSI (EUR 442) or, for a person living alone, does not exceed 2.5 SSI (EUR 552,50). This benefit can be granted in the following cases:

  1. To cover expenses for paid medical examinations and/or the purchase of glasses.
  2. To purchase solid fuel.
  3. To acquire personal identification or other necessary documents.
  4. To cover necessary travel expenses when individuals living together or a person living alone must go to or return from a social service or health care institution located in another municipality.
  5. To pay for temporary accommodation services, including services in hostels.
  6. To pay for summer camps for school-aged children.
  7. To settle debts for services provided by educational institutions implementing pre-school and pre-primary education programmes.
  8. To pay for the purchase of contraceptives for families experiencing social risk.

A targeted benefit of up to 15 BSB (EUR 1050) can be granted when the average monthly income of one of the individuals living together does not exceed 3 SSI (EUR 663) or, for a person living alone, does not exceed 3.5 SSI (EUR 773,50). This benefit can be granted in the following cases::

  1. To purchase essential furniture and household appliances (such as refrigerators, washing machines, and/or stoves) for those who have received new social housing.
  2. To cover costs for repairs to stoves, chimneys, and roofs; installation of water pipes; sewage network repairs; mould removal; disinfection; and electrical installation work.

A targeted benefit of up to 25 BSB (EUR 1,750) can be granted when the average monthly income of one of the individuals living together does not exceed 3 SSI (EUR 663) or, for a person living alone, does not exceed 3.5 SSI (EUR 773,50). This benefit can be granted in the following cases:

  1. In the event of an accident that causes damage to the property or health of individuals living together or a person living alone, as well as damage to the property or health of a third party, if it is not considered an insured event according to the insurance contract.
  2. To cover the costs of treating oncological diseases.
  3. To purchase medical devices (such as hearing aids, insulin pumps, blood pressure monitors, and inhalers).
  4. To acquire tools for technical assistance.
  5. To pay for medical expenses following surgery or injury.
  6. To cover debts for utility bills or rent.

A targeted benefit of up to 132 BSB (EUR 9,240) can be granted when the average monthly income of one of the individuals living together does not exceed 4 SSI (EUR 884) or, for a person living alone, does not exceed 4.5 SSI (EUR 994,50). This benefit can be granted in the following case:

In the event of a fire or natural disaster.

  • Disability benefits

Compensation for the costs of providing individual assistance is granted if the individual has a verified need for such support.

Payment for a deceased recipient of targeted compensation is made to the natural or legal persons who buried the deceased for the month in which the recipient passed away. Additionally, those who buried the deceased recipient will receive the targeted compensation for the previous month that the individual did not receive prior to their death.

  • Housing rent compensation

Housing rent compensation for Ukrainians

Individuals fleeing the war in Ukraine and residing in Lithuania can access housing rent compensation. This compensation is provided for the duration that the rental agreement and asylum or temporary protection in the Republic of Lithuania are valid, starting from the date the rental agreement is concluded (but not earlier than the date of the compensation application). 

Housing rent compensation is granted to Ukrainians who meet the following requirements:

  • Have been granted temporary protection to reside in the Republic of Lithuania (please note that according to Clauses 5-6 of Part 1 of Article 40 of the Law on the Legal Status of Foreigners in the Republic of Lithuania, a temporary residence permit in Lithuania does not fall under the provisions of the Law on Support for Housing or Rent. Therefore, compensation is not allocated in such cases).
  • Have declared their place of residence in Vilnius City Municipality.
  • Have registered their rental agreement in the Real Property Register.
  • Have submitted a declaration (form FR0001) of their property and income for the previous calendar year, ensuring that the total value does not exceed the specified limits (only net annual income, after deducting income tax and State Social Insurance Fund Board (Sodra) taxes, is considered):

Effective from 1 July 2024, partial housing rent compensation will no longer be provided to individuals or families who:

  • Have rented housing where the rent amount specified in the rental agreement exceeds the average monthly income per person or family (calculated based on both declared income and the income received by the individual or family over the past six months before applying for compensation). This requirement does not apply to unemployed individuals under the age of 24 who are studying in general education schools, vocational training institutions, or higher education institutions, and who have changed their permanent place of residence to another municipality for educational purposes.
  • Have rented housing owned by themselves or by close relatives.
  • Have rented dormitories managed by educational institutions, research facilities, or study facilities, under ownership, trust, lending, or other rights.

The amount of housing rent compensation is determined based on the number of Ukrainians living together who have been granted temporary protection, as specified in the rental agreement.

To obtain, extend, or change a temporary residence permit in Lithuania, you can do so electronically by visiting the website of the Migration Department under the Ministry of the Interior of the Republic of Lithuania: migracija.lt/e-leidimas.

Ukrainians who wish to receive housing rent compensation must submit an application to the Municipal company “Vilniaus miesto būstas” (Vilnius City Housing) in one of the following ways:

  • Online: connect to the website of the Municipal company “Vilniaus miesto būdas” (Vilnius City Housing) vmb.lt and complete the application form housing rent compensation (BP-4).
  • By email: send the documents specified below to info@vmb.lt.
  • In person: visit the Customer Service Department, located at Konstitucijos pr. 3, Vilnius;
  • By mail: send the documents specified below to Naugarduko g. 98, LT-03160 Vilnius.

Required documents:

  • The application for housing rent compensation (BP-4 forma). If the application and documents are submitted by an authorised person, a power of attorney and a document confirming the identity of the authorised person must also be provided.   • The annual declaration of personal or family property and income for the previous calendar year (form FR0001). More information on the declaration can be found here).
  • A valid residence permit in the territory of the Republic of Lithuania.
  • The rental agreement, which must specify all family members renting the housing. The rental agreement must be registered in the Real Property Register of the State Enterprise Centre of Registers.
  • An extract from the Real Property Register that confirms the legal fact regarding the conclusion of the rental agreement. More information about the extract can be found here);
  • A certificate confirming the absence of a close relationship between the tenant and the landlord, issued by the State Enterprise Centre of Registers. When applying for this certificate, the landlord’s consent for relationship verification must be submitted (this requirement does not apply to legal entities). More information about the certificate can be found here);
  • If the applicant is an unemployed person aged 24 or younger changes their permanent residence for education or studies, they must provide a certificate from an educational institution confirming that there are not enough accommodation places in the dormitories or that they did not refuse the accommodation offered when there were available places;
  • The details of the bank account where the compensation will be transferred. Compensation can be transferred either to the recipient or to the landlord, with the latter’s consent.

    Support for individuals (families) who, due to insufficient independence or income, are unable to provide themselves with food. Such support can be organized by providing free meals in canteens, community facilities, or other catering establishments, as well as by organizing and supplying food products.

Services are provided on an as-needed basis. Personal hygiene services are offered by organising opportunities to use the shower.

    • Provision of essential clothing and footwear

    Provision of essential clothing, footwear and other supplies. Support is provided to individuals visiting the Social Assistance Centre of Caritas of Vilnius Archdiocese, including homeless individuals, low-income persons, single mothers, persons released from prison, senior citizens, and others. Support can be picked up at Paco g. 4, Vilnius.

    Support is distributed on Tuesdays, Wednesdays, and Thursdays from 10 a.m. to 2 p.m.

    • Technical assistance tools

    Technical assistance tools refer to any special or standard product, tool, equipment, or technical system used by persons with disabilities. These tools help to prevent, compensate for, reduce, or eliminate the impact of impaired functions on an individual’s health, independence, education, and work activities.

    The right to obtain permanent or temporary use of technical assistance tools is granted to individuals who reside in the Republic of Lithuania and have declared their place of residence or are included in the records of individuals who have not declared their place of residence, in accordance with the procedures established by the Law on Declaration of the Place of Residence of the Republic of Lithuania. This right applies to those who meet the following criteria:

    • Their level of disability has been determined.
    • Their level of participation (previously referred to as the level of working capacity until 31/12/2023) has been established. 
    • They have reached retirement age.
    • They have experienced acute injuries and/or diseases and/or have movement disorders, but their disability or participation level has not yet been determined.

  • Home help services

Home help refers to services provided at an individual’s residence to assist them (or their family) in managing household tasks, caring for their personal needs, and participating in society.

These services can be accessed by: adults with disabilities and their families; elderly individuals and their families; children with disabilities and their families; other individuals and their families (including those who have temporarily lost their independence due to illness or other reasons).

  • Home accommodation services 

Home accommodation services offer a supportive living environment and essential services to individuals (or families) who do not require constant, intensive care, allowing them to manage their personal (or family) lives independently. 

Services can be accessed by:

  • Single elderly individuals who do not own residential housing and for whom social services at home are not available.
  • Adults with disabilities who cannot access social services at home.

  • Transport services

Transport services are provided to individuals who, due to age, disability, or illness, experience mobility problems and are unable to use public or private transport. This service is also available to those whose adult children, guardians, or other family members cannot provide transport assistance for objective reasons.

Parents or guardians can apply for these services either through a social service institution or directly to an institution that provides day social care for children. A list of available institutions can be found at the bottom of the service description.

Children’s day social care at Vilnius City Municipality Administration (more information provided here)

The applicant seeking children’s day social care services must submit the following: 

  1. A completed application form for a children’s day social carer, which can be found here.
  2. The child’s identity document or a copy of it.
  3. If the child’s place of residence is in another municipality, a written explanation in free form detailing why the application is not being made to the municipality of their residence.

  • Temporary custody of the child

Important! When submitting an application, you must include a registration card issued by the Migration Department or a temporary residence permit for the Republic of Lithuania.

Temporary care of a child is established at the request of the parents or other legal representatives in accordance with the law.

Temporary care of a child is established at the request of the parents or other legal representatives of the child, in accordance with the law. It is granted only in cases of significant reasons and for a period not exceeding six months.

The reasons may include:

  • going abroad for work, an internship, a business trip, etc; 
  • an unexpected deterioration in the health of the child’s parents or other legal representatives, necessitating urgent treatment.

The following documents must be submitted to the municipal administration of the child’s place of residence:

  1. An application to establish temporary custody of the child (the application form can be found here).
  2. An extract from the child’s birth record or a document confirming the child’s identity.
  3. Documents confirming the identity of the parents or other representatives of the child as required by law.
  4. A document confirming the identity of the person who will temporarily take care of the child.
  5. Documents proving the reasons for which temporary care is requested for the child, such as a medical institution certificate; documents of employment or professional activity outside the Republic of Lithuania (employment contract, copy of service contract, a letter confirming employment, internship, or participation in professional or volunteering programmes and their duration; copy of order, decree, invitation, etc.);
  6. If the request for temporary care is made not by the child’s parents but by other representatives in accordance with the law, a copy of the court decision appointing the child’s guardian (caregiver) or a copy of the order from the director of the municipal administration appointing the child’s temporary guardian (caregiver).

The application should be submitted to the municipal administration of the child’s place of residence in one of the following ways:

  • By email to savivaldybe@vilnius.lt.
  • In person: visit the Customer Service Department, located at Konstitucijos pr. 3, Vilnius, 1st floor.

  • Provision of day social care services for children with disabilities

Important! A temporary residence permit in the Republic of Lithuania is required to provide this service.

Day social care refers to a set of services providing comprehensive assistance to children with disabilities who require specialist care and for whom the need for day social care has been established. These services are offered in specialized children’s social care homes and day care centres.

To apply for social care services, the child’s parents (guardians) or other legal representatives should contact the employees of the Social Labour Division of the Vilnius City Social Services. Centre according to their place of residence

The institution providing day social care for the child is chosen by the child’s representative or, in the absence of a representative, by the municipality, taking into account the child’s best interests.
